RBW Consulting was founded on a simple but powerful conviction: meaningful change in special education doesn't come from external mandates—it comes from empowering the people inside school systems to rethink what's possible for students with disabilities.
Our team brings decades of combined experience in special education administration, student eligibility, professional development, compliance, and transition programming across school systems. We've sat in the seats our clients sit in. We've managed special education departments, navigated state and federal compliance, led pupil appraisal teams, and built transition programs from the ground up.
That experience means we understand the real challenges school systems face—limited budgets, staffing shortages, shifting regulations, and the constant pressure to improve outcomes. And it means we bring practical, proven solutions, not theory.

Rebecca Hanberry
Partner
Rebecca Hanberry is a transition specialist and education consultant with more than 20 years of experience advancing employment and postsecondary opportunities for students with disabilities. As a Partner at RBW Consulting, she partners with school districts, state agencies, and community organizations to strengthen transition systems and improve post-school outcomes. Her experience includes roles as a transition teacher, district transition and curriculum specialist, director of a postsecondary employment training program at Bossier Parish Community College, and member of the Louisiana Department of Education's Special Education Policy team. Rebecca is recognized for developing innovative 18–21 programs that prepare individuals with significant disabilities for employment and independent living.

Alissa Kilpatrick
Partner
Alissa Kilpatrick brings strong expertise in both general and special education to the RBW Consulting team. She holds dual teaching certifications in general and special education and has earned her credentials as an educational diagnostician. Alissa has extensive experience supporting districts in building and strengthening RTI/MTSS systems, helping schools develop effective processes for early identification, intervention, and instructional support. In addition to her work in education, she is currently pursuing her Juris Doctor at Southern University Law Center, where her studies in legal research, policy, and regulatory frameworks further inform her work with school systems. Her combined background in instruction, assessment, and legal analysis strengthens RBW's ability to support districts in developing systems that are both instructionally strong and aligned with state and federal special education requirements, ultimately improving outcomes for diverse learners.

Roxane West
Partner
Roxane West brings over 40 years of experience in special education leadership, programming, and instruction to her work with RBW Consulting. As a partner with the firm, she collaborates with district leaders to strengthen systems that support students with disabilities. Her work includes leadership coaching for new administrators, supporting effective IEP implementation, developing training and support for pupil appraisal teams in early and accurate identification, and developing high-quality programming that improves student outcomes. Roxane also helps school systems navigate the complexities of IDEA while building sustainable practices that benefit students, families, and educators.
